The Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) continues to advance its vision of becoming a leading institution of higher learning through meaningful international collaboration, as it formally signed a Memorandum of Understanding with Universiti Malaysia Terengganu (UMT) on April 1, 2026, at the Embassy of Malaysia.

The milestone reflects the University’s commitment to academic excellence, innovation, and global engagement, particularly in the fields of oceanography, fisheries, environmental science, and allied disciplines that respond to the needs of the region and the nation.

In a statement, University Chancellor Prof. Mary Joyce Z. Guinto-Sali, Ph.D. emphasized the significance of the partnership in strengthening the University’s global academic engagement.

“This collaboration with Universiti Malaysia Terengganu represents a strategic step in expanding MSU TCTO’s international linkages. It opens opportunities for faculty development, research collaboration, and academic exchange that will further strengthen our programs, particularly in marine and aquatic sciences, and contribute to the advancement of knowledge and capacity-building in the Bangsamoro.”

Building on a partnership that began in 2024, the collaboration with UMT has already opened valuable academic pathways for MSU TCTO. At present, eight faculty and staff members from the College of Oceanography, Fisheries, Environmental Science and Technology (COFEST) are matriculated at UMT, further strengthening the University’s academic foundation as it prepares for its bid to offer the Bachelor of Science in Oceanography program.

The partnership also reinforces the University’s commitment to graduate education and specialized training. Beginning in the First Semester of Academic Year 2026–2027, COFEST will offer the PhD in Aquaculture, expanding MSU TCTO’s graduate offerings and strengthening its role in developing experts and future leaders in marine and aquatic sciences.

Through initiatives such as this, MSU TCTO affirms its vision of creating broader opportunities for learning, research, and international cooperation, while transforming lives through quality and relevant education grounded in its distinct academic strengths.

This partnership further positions MSU TCTO as a key academic institution in the Bangsamoro, expanding its global academic footprint and strengthening its role in advancing marine and aquatic science education in the region.
