In 2024, Mindanao State University - Tawi-Tawi College of Technology and Oceanography (MSU-TCTO) strengthened its commitment to inclusive, transformative education in Southern Philippines. Driven by its mandate to serve the Bangsamoro region and beyond, the University ensured its programs, resources, and strategic priorities reached not only its main campus in Sanga Sanga but also extended across the islands of Tawi-Tawi. Guided by the principles of the United Nations Sustainable Development Goals particularly SDG 4 (Quality Education) and SDG 14 (Life Below Water) MSU-TCTO advanced its unique academic offerings, oceanographic research, and community engagement. Student development remained central to our mission, with increased scholarship grants, enriched co-curricular activities, and broader access to student support services. Under the visionary leadership of Chancellor Mary Joyce Z. Guinto-Sali, Ph.D., 2024 saw remarkable growth in research productivity and international academic engagement. Faculty and students were empowered to pursue collaborative projects, resulting in a surge of Scopus indexed publications, global conference participation, and cross-border exchange initiatives. This year, MSU-TCTO reaffirmed its role as a catalyst for regional progress-developing not only scholars and professionals but future leaders who will elevate the social, economic, and environmental future of Tawi-Tawi. Our momentum reflects a dynamic institution, ever-evolving, yet deeply rooted in its mission to transform lives through education, innovation, and inclusive excellence

Annual Report 2021

MSU-TCTO has faced the COVID-19 pandemic with resiliency and vigor despite the challenges and restrictions. The university took the opportunity to continue its efforts in improving university governance by strengthening good practices, implementing sound fiscal policies, providing smooth transition to distance learning conditions, and establishing more linkages with other institutions.

Annual Report 2020

The year 2020 presented many challenges across the globe. On one side is the continued armed struggle, political and civil unrest, and religious and systemic racial discrimination while the other grapples with destruction caused by climate change-induced natural disasters and worsening economic downturn. However, topping them all is the advent of the pandemic brought by a new type of coronavirus disease now known as COVID-19. Nations trembled as it spread, infecting one individual after the other. Each country tremendously suffered as the pandemic wreaked havoc which gradually affected people of all walks of life. The pandemic swept the world and crippled each nation socially, politically and economically and one of the sectors heavily affected is the academe.

MSU TCTO Chancellor Recognized as the 1st Recipient in the Bangsamoro of AACCUP’s Highest Distinction

In recognition of excellence in quality assurance, University Chancellor Prof. Mary Joyce Z. Guinto-Sali, Ph.D. was conferred the Manuel T. Corpus Outstanding Quality Champion Award 2026, the highest distinction granted by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), during the 39th AACCUP National Conference and General Assembly held on March 24, 2026 at the Century Park Hotel, Malate, Metro Manila.

₱85-M Halal Research Center to Rise at MSU TCTO, Advancing Halal Innovation in the Bangsamoro

Strengthening its commitment to research, innovation, and community-responsive development, the Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) is set to establish a four-storey Halal Research Center with a total project investment of ₱85 million. The facility, which will have a 3,200-square-meter floor area, aims to serve as a hub for halal research, training, product development, and industry collaboration in the Bangsamoro region. Once completed, the Center is expected to support the growing demand for halal-certified products and services while advancing scientific research, professional training, and economic opportunities in the halal industry.
