MSU-TCTO achieves 100% Certificate of Program Compliance on all Undergraduate Programs Evaluated by CHED Regional Office IX

The Mindanao State University – Tawi-Tawi College of Technology and Oceanography (MSU-TCTO) has achieved a remarkable milestone, receiving Certificates of Program Compliance (COPC) for all its undergraduate programs evaluated by the Commission on Higher Education (CHED) Regional Office IX. This achievement reflects the University’s dedication to providing high-quality education that aligns with both national and international standards.

In a formal ceremony held today, May 9, 2025, at the CHED Central Office in Diliman, Quezon City, Chancellor Mary Joyce Z. Guinto-Sali personally received the Certificates of Program Compliance, marking a significant milestone in MSU-TCTO’s commitment to academic excellence. She was joined by Vice Chancellor for Academic Affairs Dr. Wilham Hailaya, Chief-of-Staff and College of Law Assistant Dean Atty. Datu Esma Mikee Maruhom, Quality Assurance and Accreditation Director Al-Kwarizhme Abdusalam, Director Alnasul Sali, member of the Board of Regents Honorable Gracita R. Jacinto-Ali, and MSU-TCTO Manila Information Office staff members Mr. Kharlo Leeham Reyes and Ms. Bonciza Salapuddin.

The certificates were officially presented by CHED Executive Director Atty. Cinderella Filipina Benitez-Jaro, acknowledging the University’s compliance with CHED’s rigorous standards. Also present at the event were CHEDRO9 Regional Director Atty. Marco Cicero Domingo and Dr. Joseph Lou Sta. Teresa, OIC Chief Education Program Specialist, underscoring the collaborative efforts in advancing higher education quality.

The COPC is a formal recognition that MSU-TCTO’s degree programs fully comply with CHED’s policies, standards, and guidelines. It ensures that the curriculum aligns with key educational reforms, such as the K to 12 basic education system, the new general education curriculum, and outcomes-based education (OBE). The certification also validates compliance with the Philippines Qualifications Framework (PQF) and other global standards, reinforcing MSU-TCTO’s commitment to producing highly competent graduates.

Through a rigorous evaluation process, CHED ensures that state and local universities meet faculty qualifications, curriculum requirements, and institutional capacity benchmarks. MSU-TCTO’s 100% compliance affirms its dedication to academic integrity, continuous improvement, and educational innovation—a testament to the collective efforts of its faculty, administrators, and stakeholders.

While reflecting on the achievement, Chancellor Guinto-Sali stated:

"This recognition affirms our ongoing commitment to academic excellence. Meanwhile, Quality Assurance and Accreditation Director Abdusalam highlighted the significance of this accomplishment:

"Achieving 100% compliance is a collective effort that showcases MSU-TCTO’s dedication to continuous improvement. We will sustain this momentum to further enhance our programs and ensure lasting academic quality."
