In a significant display of collaboration and innovation, the MOU signing ceremony between DOST-SEI and STRAND-N universities took place on February 14, 2024, at PICC, Pasay City, Metro Manila.

Guiding the proceedings was the esteemed Director of SEI, Dr. Josette T. Biyo, whose impactful words resonated alongside messages from SEI consultants and administrative personnel, emphasizing the vital role of all delivering institutions.

Dr. Biyo, in her address, not only highlighted partnering institutions but also illuminated the expansive objectives of the NICER (Niche Centers in the Regions for R&D) project across 17 regions in the Philippines. Her insights traced the project's journey and growth, underscoring its broadening impact on scientific development and education through the innovative approach of STRAND-N.

STRAND-N, a novel method of capacity building, provides graduate scholarships to faculty and researchers among HEIs hosting the NICERs, strengthening human resources in priority areas. It also assesses the capacity of HEIs in the region to be delivering institutions of DOST-SEI graduate scholarships, evaluating a total of 133 programs offered by 23 HEIs hosting the NICER.

The ceremony brought together distinguished individuals from various universities in the Philippines, including Chancellors/Presidents or their representatives actively involved in the NICER project. Notable was the attendance of Asst. Prof. Gerly-Ayn Tupas, representing the Chancellor of MSU-TCTO, emphasizing the collaborative ethos among institutions. Serving as a witness to this significant event, Dir. Albin Salapuddin authenticated the proceedings, reinforcing the dedication and partnership between these entities in advancing scientific initiatives for the betterment of the Philippines.
