June 10, 2026 — Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) and G-Xchange, Inc. (GCash) formally entered into an Implementing Agreement for the GCash Funds Disbursement Service (FDS) with GCash Card Issuance, marking a significant step toward strengthening the University’s digital financial services and enhancing accessibility for students and employees.

The partnership aims to streamline the disbursement of scholarships, allowances, incentives, grants, stipends, and other financial benefits by enabling direct fund transfers to recipients’ GCash accounts. Through the agreement, MSU TCTO will be able to leverage GCash’s digital platform to facilitate faster, more secure, and more efficient financial transactions across the University community.

Representing MSU TCTO during the signing ceremony was University Chancellor Prof. Dr. Mary Joyce Z. Guinto-Sali, while Ms. Maria Tania Kathrina G. Padilla, Head for VisMin Regional Business, signed on behalf of G-Xchange, Inc. The agreement was witnessed by Datu Esma Mikee P. Maruhom, Vice Chancellor for International Affairs; Ms. Bea Chermaine P. Ranada, Regional Sales Head; and Ms. Nicole Rae M. Valmonte, Account Manager for Western Mindanao.

In her message, Chancellor Guinto-Sali underscored the importance of embracing digital innovations in delivering university services.

“Digital platforms help us deliver services more efficiently, securely, and transparently. They allow us to reach our students, employees, and stakeholders faster, while promoting greater financial inclusion and accessibility, especially in communities where traditional banking services may be limited.

Through this partnership with GCash, we are taking a significant step toward modernizing our financial processes and ensuring that our services remain responsive to the needs of our university community.”

The Chancellor further emphasized that the collaboration aligns with the University’s commitment to innovation, efficiency, and service excellence while supporting broader efforts toward digital transformation in higher education.

Ms. Padilla also delivered a message emphasizing GCash’s commitment to expanding accessible digital financial solutions and supporting institutions in improving the delivery of financial services. She highlighted that the partnership with MSU TCTO reflects a shared goal of making transactions more convenient, inclusive, and responsive to the needs of students, employees, and the wider university community.

The partnership reflects MSU TCTO’s continuing pursuit of technology-driven solutions that improve institutional operations and provide accessible, responsive, and inclusive services to its stakeholders.
